Every foreign national needs a Restricted Area Permit (RAP) to enter Sikkim, including for Gangtok and Pelling. In 2026 the permit is issued only online through the e-FRRO portal. The Indian government's guidance says plainly that no physical PAP or RAP permits are issued, so you can no longer rely on getting one stamped at the Rangpo or Melli check post on arrival.

Apply at least 30 days before travel if you are applying alongside your visa, or at least 15 days ahead if you are already in India. Areas such as Tsomgo Lake, Yumthang and the Dzongri trek need an extra protected-area permit, arranged through a registered Sikkim tour operator. Nathu La, Gurudongmar Lake and Zuluk remain closed to foreigners. Rules are as of October 2026.

What changed in 2026

For many years, foreigners could get a free RAP on the spot at the Rangpo and Melli check posts, at Bagdogra airport or at Sikkim House offices. That has ended. Travel reports from January 2026 describe Sikkim stopping on-the-spot permits for foreigners, and the High Commission of India's PAP and RAP page, updated October 2026, says: "All Protected Area Permit / Restricted Area Permit will be granted only on e-FRRO portal and NO physical PAP/ RAP permits will be issued."

In practice this means you need your permit before you reach the state border. If you arrive at Rangpo without one, expect to be turned back.

How to apply for the Sikkim RAP online

  1. Get your Indian visa first. The e-Tourist visa works, but on its own it does not cover restricted areas, so you still need the RAP.
  2. Open the e-FRRO portal at indianfrro.gov.in and choose the Protected / Restricted Area Permit service.
  3. Fill in your itinerary: entry point (usually Rangpo from Siliguri or Bagdogra), dates and the places you will stay, such as Gangtok and Pelling.
  4. Upload documents: passport bio page, visa, a recent photo, and hotel or tour-operator details.
  5. Wait for approval. Allow plenty of time: the official guidance asks for 30 days if applying with your visa, or 15 days if you are already in India.
  6. Print the permit and carry several copies with your passport. Hotels and check posts will ask for it.

Tip: if you are booking a tour, your Sikkim operator can prepare the itinerary and sponsor details for the application, which reduces the chance of a rejection for missing information.

Documents to carry in Sikkim

  • Passport with your Indian visa, valid for at least six months.
  • Printed RAP and any protected-area permits, several copies.
  • Passport photos, 4 or more.
  • Hotel bookings for every night in Sikkim.
  • Your operator's contact details, in case a check post calls them.

Nationalities that need extra approval

Citizens of Afghanistan, China and Pakistan, and foreign nationals whose origins are in those countries, cannot be granted a permit without prior approval from India's Ministry of Home Affairs. Citizens of Bhutan are exempt from the permit system.

Visiting Darjeeling first?

Darjeeling and Kalimpong are in West Bengal and need no permit, so many travellers start there and enter Sikkim once the RAP comes through. Our Gangtok and Darjeeling itinerary shows how to combine them.
